Essentially, yes. He pretty much 'wiped his harddrive' about ten or so issues back after Osborne took over S.H.I.E.L.D. in the aftermath of Civil War and Secret Invasion. He doesn't want Osborne to get the Super Human Registration Database and the only copy is in Tony's brain.
So he got rid of it and all the other information that would prove useful in the wrong hands.
